If addressed already just close, but I remembered there is an issue with barrage being something a player can just flee off without consequence. Rather weak if the opponent has a brain. This has been on my mind to fix for years and I never got around to it

I might not understand the problem here but a skill that makes my enemies run away sounds pretty fuckin baller and if that's what's happening buffing it sounds questionable

From my understanding is that barrage gives arm extension, you cannot change weapons for the duration and if you flee you drop your shield to the ground.

Everyone still flees barrage. It gives arm distension and you drop the shield. Like Dav said shields are easy, maybe lengthen arm distension by a lot if they flee? Like fleeing dirt kick messes up your rub? It's exactly like you said, you get barraged, you flee and don't reingage till arm distension wears off then you are totally fine.

its not that its not just baller its that its sub-par compared to its peer skills, but maybe we can do nothing . as long as that was agreed on

I very much like the current barrage paradigm. I think if we want to make this more punishing, we do something else with the arm distention. For example, a player with arm distention can't interact with objects in a container unless the player's other hand is free.
