** I have updated the original post because it failed to survive the tardfest of playtesting. Its now only tied to Legion skills. I would also like a repost to clear up a confusion I saw about the item counts. That's not something I want lying underneath 25 posts.
Cabal powers for Legion work this way:
rank 1 - (new inducts) ... gets the usual rank 1 Legion powers
rank 2-4 powers are obtained by capping extra cabal items.
Forsaken should be getting all powers, barring a bug.
The confusion:- To get the rank 2 powers, you only cap 1 item. This is because your cabal already has its own cabal item to sustain the level 1 skills. To get rank 3 powers, you cap 2 items. To get rank 4 powers, capture 3 items. (Note that abduct, while beefy, requires capping the balance of Justice to obtain, which is an automatic wanted flag)
if youve lost your own item you wont have any powers, as usual.

Captures shouldn't count unless an opposing member of captured item is on. And make cabal key holders keep aggro with 1 room exits. This way a level 50 can't just invade on a 40 and /laugh. He'll have to tank both holder and 40. But nuke damage output by holder... cause they hurt pretty bad.
