Cabal tweaking

As I mentioned some tweaks will be needed to round out the cabals post-changes. I am going to update the first post on this thread with any further tweaks so that you can track what we're doing. The rest of the thread is dedicated to discussion of what else needs doing. This will include the cabal powers that are broken post-change and need to be adjusted. Basically we just want to respond to problems in this thread, not make up more new stuff. Keep the thread tidy - its essential that we get this worked out.
