  1. I thought you were only able to mark people wanted of they assisted the already known criminal in town, not out of it?
    1. Nope. Helping a group mate or cabal mate anywhere, in anyway (spells, physical assistance, word of recall) will get you wanted.
    2. Who is wanted of course.
