'PENDULUM' The pendulum of Serin resides within the Oculus of Equilibrium, where it is protected by the Keepers of Balance. The pendulum ensures that a dominant cabal will earn the attention of the Keeper cabal. The pendulum's position is typically decided by captured cabal items. Failing that, it then looks at headcounts of online cabal members (level and potential opponents are factored in) and finally the cabal's recent killing activity. Note that it is possible an individual whose cabal is not focused by the pendulum could be viewed as threatening to the Balance of Serin based on their RATING. Their individual rating has nothing to do with the pendulum. Ultimately, it is up to how successful the cabal has been, and whether that success is enough to be considered dominant.
