'WITNESS' Lawful citizens are permitted to submit themselves as witnesses to crimes committed against themselves or another person within protected areas. Two lawful witnesses are required to warrant a response from the Justice cabal. If a lawful citizen was the target of the crime, he may serve as his own witness and only one additional lawful witness is required. Justices will only accept testimony from witnesses who swear their testimony upon the Gods themselves. As a consequence, any witness who lies while serving as a witness will face the wrath of the Gods, whose punishments may include death, permanent skill loss, outcasting, or worse. Being a nearby witness is not enough evidence to convict. At least one of the two witnesses *must* be a direct eyewitness, either by *seeing* the crime happening or by being the target of the crime itself. The second witness only needs to submit corroborating testimony, such as yells. * Only lawful citizens are allowed to submit testimony as witnesses. * Justices may issue flags based solely on the testimony of witnesses. * Justices DO NOT need to have been in the same area as the crime to flag. * Justices CANNOT flag for crimes that occurred before their arrival in Serin.
