Well I know that the value of some items have changed, and there is a higher tolerance, but I am not sure if there is anything RECENT RECENT. As well, I dont believe keepers see any kind of message if the fellow in question is not in their PK range.

A Keeper that is actually TRYING to be a keeper and RP, would look at a guy out of range, see the fact he is wearing an uber set of gear and stay away from him and make plans to rank to be able to gank him.
