Add stats to noble custom clothes.

I suggested this once before, but not formally. I think that the custom clothes that the nobles can make in Valour should have guild issue level stats. This would encourage their use and thus the draw of nobles. Keeping it at guild issue level means they won't be powerful or nice really at all, but will allow the wearer to at least have something over being naked.

Also I think that since coteries have to be keeper compliant now they should either have access to that shop or one of their own. If not that, then maybe make it so nobles can sell stuff from that shop. This could help nobles make a little extra cash for valour (and themselves)
