access for a non-exotic weapon vuln to more than just a few classes, I suppose. Plus, wasn't it oversized as well? I think Im going to enjoy hosing down the dwarf and duergar zerks with a staff. |

it was oversized, but that was nothing to giants and minos, now jotun. More so, they could have removed the oversized, there was still the staff of storms. Now two staffs that do a 'drowning' effect. |

giants and minos aren't the only races that exist.
also, it changes the format of segment exploiting shaft to shaft on shaft. |

as an exotic, it's a leveller. With a flail water that's oversize, imagine how easy it is for a giant to exploit non-flail using dwarvies. |

oh course every dwarf can use flails. As a seperate thought, does this staff remove staff of storms, or does it still exist as a strict upgrade? |

An uncommon two-handed flail hitting a vuln with magic damage is a little too powerful, that's why its a staff.
-> two-handed = big damage bonus
-> vuln = big-damage bonus
-> magic = good armor stat gets ignored
-> flail = crazy attack rating, like whip
-> uncommon = every tom dick and harry has one
That's too much.
I just removed flail from that equation.
It does affect who gets to use it. That is also a motivator. You dont have to worry about illus, healer and shaman hitting vulns as much s you do with every warrior.
I still think this is too powerful, but at least a staff I can live with..... |

I forgot healers were given flail somewhat recently.
berserkers don't get staff, so, warriors, time to rape some dwarf butt with an easy to get water stick. |

Now its kind of useless, staff of storms (avg 22) is not hard to get. Why would anyone use a much weaker churner (avg 15)? Unless people think not counting towards rare limit is enough to justify a weapon so much weaker. |

Also gives keepers another weapon to use, and ninja's too. Think of that drowning clobber against a dwarf. Mmm, I smell dwarven bacon in the air. |
