Can Justices use their special guard when fighting an Outlaw who is not currently Wanted?

Do you mean "can" as in "can physically enter the commands and have them work as expected" or "can" as in "allowed to by cabal rules"?

Cabal rules are created and enforced in-game and in-character by the cabal immortal, the cabal mortal leader, and the cabal members (in that order of importance). It's a roleplaying opportunity for you to ask in-game! You should do it.
