Updated vote links and surge timer

I wrote the surge timer and marsd wrote the vote link code based off of Torkalen's code. We wanted to fix the cookie to say the correct duration left, and also add some reminder that voting isnt needed yet for compulsive clickers (i.e. me, haha). So its much easier to vote now.

Fingers crossed everything works, I actually have no idea I think we'll just run with it and see what happens. Its in the top right corner of your screen.

* Remember if you vote at TMC it is a long process, not only copying down the pattern but also you need to do the telnet and homepage visit clicks to get those votes down. They track votes over the last 30 days so it takes a few days to raise places there, dont be discouraged ... we've been 11th place when we were all actually trying...
