I don't know of any connection between the % of skill A and the % of skill B. Skills increase faster the higher level you are, with the easiest gains coming at level 50. For combat skills, there's also the factor of the level mob you're fighting. You'll learn more from fighting a level 50 mob than a level 20 mob.
