Religions: Initiate Pledge Tattoo

Clerics can now re-initiate their religion unlimited times until they
have pledged to finalize it.
Level 50 clerics can initiate people into their religion at their
shrine's altar.
Pledge also now requires the shrine altar to use it, in all cases. It
locks the religion in so that it cannot be changed without an Immortal
to first undo it.
Clerics can now tattoo themselves at their altar beyond the 45th rank.
Just visit the shrine altar and the command is "tattoo" there. Have
to be pledged first.
Mystics continue to support initiating religions for people that can't
do that for themselves. Like clerics, they can re-initiate others as
desired.
Note that initiating is align/ethos dependent.
There are also some Mystic quests that allow non-clerics to get some
similar tattoos, these are non-colorized versions of the originals.
Note that clerics means: paladin, shaman, healer, and eventually druid.

Expect some bugs..its tested but its a confusing systmem.
