Have you tried to edit the first background? It was my understanding that it only gets 'locked in' once it's been approved. (Since we often send backgrounds back for edits after they've been posted)

No problem. If you still have a background you want to be removed, you can go ahead and change all the text inside to REMOVE ME PLEASE! or something like that, then post (or comment on) the issue in game and I can take care of it.
