A very newbie question...
Can skills be raised by using them with spending only one practice in it?
I ask this because I have been trying to raise sneak from 41% and after about 200 tries I couldn't get even a point.

Yes, it is possible to do so. It just takes a lot of time and effort... and most of the time, more than 200 tries. It also depends on the attributes of your character. |

Also remember the lower level you are, the slower it is, and as the skill goes higher the longer it takes per additional percentage to go up. |

Plus, training a skill before 75% is one of the most pointless things in the entire game to do, because no matter if you get it to 74% when you practice it again it only goes to 75%, and getting it from 41% to 74% could possibly take an entire lifetime. Just a heads up |

Yeah, it's just a waste of breath not pracicing up to 75% before you atually start training the skill. Always do that first. |

If you're very.. very dedicated... wait that was pre-training changes.
People used to 1 prac so they could get 50-100 hp from the saved pracs. |
