You'll have to indulge in unsavoury behaviour to get any penalties, especially that many. e.g. niche pk'ing a lot

Yeah I did some Niche pking, I got like 7 kills at 30 and then some more along the way, but also as a 50 Legion I killed a lot of people more than once for smarting off lol

I don't believe Rigwarl had more than a couple penalties and still found his way to the top of the pk charts of the year, so you can't use "I was Legion" as an excuse.

Maybe Tyrdeth was 1 and 8 before getting to 50, then at fifty had more kills since then?

The most lethal thing likely just generates a record from what was done against level 50s, whereas the other stat is all other levels, so maybe he multikilled a newbie or two.
