Greetings, lawful citizens.
I have returned from some absence to find chaos and discord has taken
a stronghold in our cities. These wild items, bought cheaply, have
obstructed peace and defiled Order. It is my duty to restore it by
any means necessary. A state of zero tolerance has been declared.
Henceforth patrols within Seringale will be an order stronger then
they have ever known. Lawful citizens, visit me at the Cityguard
Headquarters, and you may hire a constable for dispatch. These guards
will not leave Seringale, but they may be ordered to apprehend and loot
criminals in harm's range of their buyer. In addition, at several key
witness locations, they will notify the guards to fine people for attacking.
These "high alert" locations are:
* the gate guards
* my office
* Dagnir the enforcer of Law
* your guild entrance, trainee, and guildmaster
We are working together to build a peaceful, stable city. Thank you
once again for your diligant obedience of the Law.
- Tir, Captain of the Seringale Guards

it sounds kinda cool, but it also makes it sound like justices are not doing their jobs. |

It's not that Justices aren't doing their jobs... it's that they're not always around 24/7, and people gripe about "where's the Justice when I'm getting whacked," etc...
Really, the change is more geared at giving people more incentive to pick lawful characters. Chaotics got a sweet, sweet bone with wild equipment (even if it means they can't pay off flags, and any wild eq is confiscated on wanted death, and they get judged more harshly), so this is a way of throwing something at lawfuls, even if they don't wanna become Justices.
And no, it won't take away your pet - this is just a temporary charmie that stays in Seringale only, as a means of self-defense. The charmies can only be hired by lawfuls. |

And it's hard for Justices to be around much at all when there are what, two of them? |

Here's a better explanation of how constables work.
Hiring constables
You must be lawful. Take yourself to the Cityguard Headquarters of Seringale and type "constable" (this is short for "constable commission"). Tir will dispatch a constable to you, for a fee.
Using constables
Vs WANTED: You can order your constable to attack with "apprehend". Do NOT assist the constable. This is illegal. The constable will actually fine you for trying to. There will be no question that you did this on purpose, because autopeace is permanent for lawfuls.
Vs Non-WANTED: You should take your constable to one of the alert points. When you are attacked, the constable will fine your attacker. If he attacks you repeatedly, it will increase his fine. This is less of a concern for chaotics, who can shop for cheap with wild items, but at its highest range, its a pretty handsome amount of money to pay just for the typical gank.
Fighting people that have constables
I have taken steps to ensure that constables do not interfere with normal pks. They will not rescue, assist, or get in the way of area attacks. They may be attacked directly however. They are for use against "wanted" targets only. |

Okay, so what happens when your constable tries to apprehend a wanted person and the wanted person attacks you. |

Neutrals get a "nothing great, no big disadvantage deal"... lawfuls and chaotics both have problems caused by the Law. |

There's nothing in 'help law' that prevents you from standing your ground and trying to defend yourself. You're only going to get fined/in trouble from INITIATING an attack, such as using murder/skills/spells on someone.
The constables used with the APPREHEND command are a way for lawfuls to defend themselves from criminals without breaking the law. |

I don't seem to be getting results with my constable.
Are you notified when your constable fines an attacker in one of the alert zones?
What happens if the attacker doesn't pay his fine if no justices are around? |

It did work, actually. The thief who attacked you was accruing fines from his attacks, but he obviously died before those fines had a chance to elapse and make him wanted. We'll be adding more descriptive acknowledgements to constable fines for both parties in the near future. |

Constable didn't issue a fine at Tir when attacked in front of him.
He did on two other attacks at guild guard. |

Actually Tir wasn't actually at Cityguard Headquarters at the time, although we already fixed it later on that night to prevent him from wandering in the future. AFAIK he uses the same fine script as the other mobs so he should issue fines assuming the attack actually took place in his presence. |

The attacks I'm refering to were after Tir started staying at cityguard headquarters. I was attacked twice in front of guild guardian and two fines were issued. I then ran to headquarters where Tir was and two attacks went unfined. |

The attacker may have already reached the maximum fine as well. Chaotics rack up their fines faster, and it doesn't take them many attacks to reach their cap. We're looking at possibly reducing the fine duration (i.e. turn into wanted flag faster) per attack after the cap is reached, but that's still under discussion and has not been implemented yet.
If you're in a situation where the constabulary doesn't appear to be working properly, send up a pray and we'll take a look at it if we're available at the time. |
