Make all racial legacies available in 50 v 50

There's a whole list of racial legacies that are really good and do a lot to improve underpowered race/class combinations that have good roleplay potential (i.e. elf warriors). But the fact that many, if not most, racial legacies only work against opponents of a higher level means that they're completely useless at level 50.

Make all racial legacies usable in 50 vs 50 PK. I think Sylos was a pretty good example of why they're needed.

i think the whole idea here is that they are too powerful to be used at even level pvp. that's why they only work pre 50 and usually on stronger opponents.

Most or all of the racial legacy combos should have one relatively powerful legacy to help the character get to 50 and one less powerful one for 50 v 50.
