Does casting dispel magic on one's self effectively practice that spell? Or must that spell be cast on others for it to gain in its ability % level? |

And before one of the chumps replies "try it and see", I have been for 3 real-life hours now and it hasn't gained a % point. Still sitting at 75%. |

Casting spells on yourself doesn't improve them. |

Generally, casting spells like that on oneself actually decreases your proficiency so consider yourself lucky that it's still at 75. |

I suggest when you're ranking to cast dispel magic on each mob that you fight 2-3 times then start in with the damage spells. it takes a while, but it's the best way I think to do it. |

I'm nearly certain that casting spells on naturally sleeping mobs won't increase your proficiency |

Is that to say then that dispel magic proficiency will increase when cast upon creatures who are not under the effect of any spells? Or do you mean to say when ranking against creatures who are under the affect of spells... |

The former. I don't believe you can actually dispel mobs. So long as you use mana, you have a chance to get a skill-up. |
