4. Littering - Leaving items lying around, either from killing city guards or
dropping extra items from one's inventory without destroying them is also a
crime against the beautiful city of Seringale. Offenses are subject to a fine
of 5000 coins.
Does that work better? I've only seen one instance of someone whining about this fine/law, and that goes back to the days when the full battlements were still in and people would rank/train on battlement guards.
I also remember long before the skill fine was in place, when justices manually fined people and kept the gold, I found this law through the very jumbled and garbled list of laws and started to fine people for it. Many were unhappy when i would flag then apprehend and take their gold and confiscate items because they refused to pay up. You think Vhrael is a hard-ass when it came to justice rules? Hahaha...long live the days of corruption (anyone miss Deiminos yet?)
Not that it matters too much to me - I'd never create 100 mushrooms in one sitting. But to be specific as to say littering can be leaving the banners and any items drop and left, but not saying littering can be creating mushrooms is a loophole. If Justices don't go by the letter of the law, it lets them have discretion. And we know Justices are against personal discretion regarding the laws..
Really, it's not so crazy the idea. It's in the interest of clarity.
