   You're misreading that rule. Quitting out to avoid a fight isn't against the game rules. It can be against cabal rules in certain circumstances, but he's not in a cabal so that doesn't apply.
   
   The 'quit' reference there refers to quitting out to lose mob aggro/tracking.

   Quit: You broke a rule, or multi-played, or something that you should stick around and explain things, but you decide to quit and act as though it didn't happen. That is what ICA=ICC means.

    You're right about the first half. Justice can't quit out when there's a Wanted person around. That's part of cabal rules.
    
    However, you can quit to avoid other fights, provided you aren't breaking cabal rules in doing so. That is, quitting to avoid a fight isn't against game rules, but it is against cabal rules.

People join because they want to hide in their cabal or quit out whenever someone above their PK ratio logs in, or run around Seringale avoiding PK entirely (Gaarn). They join becaues they want a cool tag and nice powers and don't like farming purple potions.
    However bravery and being up for a challenge are not prerequisites for joining most cabals, specifically Legion.
