Unless the reign business is simply flavor text for broken concentration, it would imply that you are less successful casting magic.
no trip, dirt kick is probably penalized too.
AoEs hit your horse and if you aren't already fighting, you'll be fighting your horse.
horse explodes bursting acid on the person attacking, or maybe on the rider. This needs more testing against people who kill your horse from under you.

I'm not sure what problem it was meant to solve, although I absolutely LOVE the loss of charm mob. It was passe and I didn't like needing it to win fights. Of course, without overseer mechanus, I wonder how dks will fare now in Legion. I like the free fly scroll, but a mount summoned by a class as an inherent part of the class feels out of place and steps on the toes of Knight cabal.
