    Also, why would someone not attack in town and kill the person trying to kill them?

    There is no rule that says you cant run to town, although there is an edict that states not to incite lawbreaking. Running to town can be considered inciting law breaking, but not if you know without a doubt that the person in question is not willing to take that step.

    9 times out of ten, they arent going to go for the finish in town because its not worth it. Now if Im fighting someone and I have to run, sure town may be part of my path but Im sure not going to stay there. As good as my gear is it makes it much more worth the risk of the wanted flag.
