I remember when I'd not originally planned on joining the Heralds one time, I was told I had to make a background once I made my interest known to the Immortals. Vevier is quite good about that kind of thing, and encourages people to take things a step further if they're applying to join the Heralds... or one time, I think she asked me to expand one of my backgrounds (no idea who it was since they did not reveal themselves, but I think it was her given the interest in my story,).
I cannot say anything about the other Immortals, though. Going without a background works fine in some cases when uncaballed, but it does make a big difference. I've had the hardest time with the ethos part of a character's alignment generally. Even my true neutrals are more of the lawful neutral type, and I had one chaotic good character who I'm surprised wasn't changed to lawful good, possibly even outcasted for not properly fulfilling ethos.
But in a cabal? People need to know about your character's past, not have them appear out of nowhere. Even though Legion members probably don't want to reveal their past (IC), there should be something in there.
Maybe they were like Artemis Enteri, and lived on the streets as an orphan before becoming influential in their guild (or joining one). Maybe they used to be a goody two-shoes, but acquired brain damage of some kind and have become very evil (works well for mages, possibly a shaman or dark-knight. The manifestation of brain damage could take many forms: paranoia, schizophrenia (within reason), sadism, narcissism, megalomania (though that's perhaps overdone in general), dementia, even plutomania (works best for a thief, though any neutral evil who cares more about the personal gain from contracts and being able to extort things than people buying protection or anything else is acceptable).)
Point I'm making is that it's not that hard to make a background if you're going to be in a cabal. In fact, it is what properly explains why your character is entering Legion in the first place. Again, Legion members (at least IC) probably don't want to reveal their past, but undoubtedly most of them join due to wealth or power. Even the Forsaken is often different each time. Xenyar was basically a don of the Mafia, and he played that out well. I never got to the point where he attacked me, but it was clear to me that he had ways of disposing of people he didn't like. Ygin would slit your throat and abduct you at the drop of a hat once you refused protection or it was revoked. Krydus was a brute who would physically destroy you. Occulus didn't even demand protection before killing people (but then again, he was a squid).
Again, why do these characters not have backgrounds? And for that matter, why are they in Legion, and not uncaballed like everyone else? Without a background, they're faceless, and being in a cabal (even a coterie to some extent) means you're trying to make a name for yourself.
